What was the Kennedy's first action before proposing an embargo on Cuban goods?

Before proposing a trade embargo against Cuba, the president John Kennedy asked his secretary to buy as many Cuban cigars as possible. The next day his secretary bought him 1200 cigars and then afterwards the law was signed personally by him.
